Granny Flat Noise Requirements for Roads Rail and Airports

A practical guide for homeowners in Brisbane, Moreton Bay, Ipswich, Logan and Redland.

Quick Facts – At a Glance

Road, rail and aircraft noise follow different assessment pathways.

Check both state transport mapping and any council requirements.

A mapped corridor does not mean every project needs a separate acoustic report.

Double glazing is one possible response, not a universal requirement.

Budget for any report separately from windows, ventilation and other upgrades.

Why check noise before choosing a design

A quiet bedroom and comfortable living area matter to the people who will live in the granny flat. Road, rail or aircraft noise may affect room layout, windows, doors, insulation and ventilation.

A property can sound reasonably quiet during one visit and still be subject to designated noise requirements. Check the proposed building position, floor height and relevant mapping before pricing a standard specification.

How transport noise requirements work

Queensland Development Code MP 4.4 deals with applicable residential buildings in designated transport noise corridors. A granny flat is generally a Class 1a building, the category that includes houses. The building certifier confirms whether and how the requirements apply.

The system uses noise categories from 0 to 4. Different categories can affect different parts or storeys of a building. State-controlled road mapping distinguishes mandatory and voluntary areas; railway requirements follow their own designated corridor arrangements.

The state mapping tool does not include every locally designated corridor or local planning requirement. Ask the relevant council about those separate controls.

Aircraft noise is a separate check

Airport planning uses different mapping and assessment, including Australian Noise Exposure Forecast contours, known as ANEF contours. A road or rail category is not an aircraft-noise rating.

Check relevant airport-environs and aircraft-noise controls with the planner and certifier. Other airport constraints, such as height or lighting restrictions where relevant, are separate from sound insulation.

What to check in all five council areas

For every council, review state road and rail mapping, any locally designated corridor, council planning requirements and airport-related mapping where relevant. Confirm the required evidence, design response and approval route for the proposed building.

Brisbane

Check state transport-noise mapping alongside City Plan. Review relevant airport-environs controls separately from road and rail noise.

Ask the certifier whether mapped categories and standard construction details are sufficient, or whether specialist acoustic evidence or planning assessment is required. Confirm glazing and ventilation before final pricing.

Moreton Bay

Council states that its transport-noise overlay is for information and has no planning-scheme criteria controlling transport noise; QDC MP 4.4 provides the building requirements.

Confirm the applicable road or rail category and treatment with the certifier. Check airport or other noise-related constraints separately where relevant; the transport overlay does not answer every noise question.

Ipswich

Check state road and rail noise mapping and City Plan 2025 property information. Airport or aviation-related constraints can require a separate check where the site is affected.

Confirm whether local planning controls, an acoustic report or a particular construction response apply. Review the actual footprint and floor level rather than transferring the neighbouring house’s specification.

Logan

Use state mapping and Logan PD Hub, and check Council’s locally designated transport-noise corridors. Business Queensland identifies Logan as having made a local corridor designation.

Confirm local planning requirements and any relevant airport mapping separately. Have the certifier establish the required category, evidence and treatment for the granny flat.

Redland

Check both state transport-noise information and Redland’s local designations. Business Queensland also identifies Redland as having designated local transport-noise corridors.

Review relevant City Plan and airport-related constraints separately. Confirm the category, whether a report is needed, and the window, wall and ventilation specifications with the certifier.

Do you need an acoustic report or double glazing

Not always. Mapped categories and standard compliant construction may be sufficient. A specialist report can be needed for a planning requirement, a different compliance solution or site-specific assessment of barriers and terrain.

The required performance determines the window system. Suitable laminated glass, double glazing or other tested systems may be options. A normal fence does not automatically replace building requirements. If windows need to remain closed for noise control, the ventilation design must still provide a practical and compliant home.

Indicative costs to allow for

All amounts below are in Australian dollars and exclude GST. Add 10% where GST applies. These are preliminary budgeting estimates for this guide, not quotations, fixed Hive charges or council fee schedules. Not every project needs every item, and complex work can exceed the ranges.

Possible cost

Budget estimate excluding GST

What it covers

Straightforward acoustic assessment

A$1,000–A$2,500

Preliminary allowance; some limited mapping or aircraft assessments may cost less.

More detailed noise impact assessment

A$3,000–A$8,000

Possible allowance where monitoring, modelling or a planning report is required.

Windows and other acoustic upgrades

Builder to quote the approved specifications

May include glazing, seals, doors, roof or wall systems and ventilation.

Do not automatically add a specialist report to every noise-affected project. First ask whether the mapped category is sufficient. Where a report is needed, check whether monitoring, design advice and responses to council questions are included. Report fees do not include the physical acoustic upgrades.

Council fees and construction costs are separate. Consultant fees depend mainly on the scope and site, so the same budgeting approach can be used across all five council areas. Obtain a current, itemised quote for the actual property and check what is already included in your design or approval package.

Before you proceed

Confirm the constraint at the proposed building position, identify the reports and approvals actually needed, and have any design changes priced before committing to the final scope. A report supports assessment; it does not guarantee approval.

Start with Hive Small Homes’ Free Site Assessment Report. This preliminary desktop review checks available information for likely setbacks, mapped underground infrastructure and easements, overlays and feasibility issues, subject to verification. It helps identify the next checks before detailed design. It is not a survey, on-site service location, specialist report or formal approval.
